According to the constitution of India, Rajya sabha consists of 250 members ( 12 members - nominated by the president and maximum of 238 representatives of the state And the union territories.)

Qualification of the member of the Two Houses
- Should be an Indian citizen
- Not less than 30 years old
- Should not behold and salaried government job
- Should not acquire the citizenship of another country
- Should be mentally sound
- Should not be bankrupt
- No criminal procedure against him

- The Vice president of national is the speaker
- Administratively 2nd head of the nation
- Administrative head responsible for the flawless working of respective houses
- Power to take penal action against the member of respective houses
- Power to vote in case of a deadlock.

Limitation
Money bill
- The information about the money bill is given in article 110 of the Indian Constitution.
- .a money bill can be introduced only in the lock sabha by a minister and only a recommendation of the president of India .when the lock sabha passed this money bill then the lock sabha can send the bill to RajyaSabha for 14 days
- During which it can make a recommendation. Even in RajyaSabha fails to return the money bill in 14 days to lock sabha that bill is a demand to have passed by both the houses
- A joint sitting of the parliament
- According to article 108 provides us information about the joint sitting of the parliament in different cases. A joint sitting can be convened by the president of India when one house can either rejected a bill pass by the other house, has not taken any action on a bill transmitted to it by the other house of the 6 month
- Joint session of parliament is a reality, and have been convinced three times in the last 71 years for passage of a specific legislative act the latest time being in 2002

- Present strength- 245 (233 are representatives of the state and union territories of Delhi and Puducherry and 12 nominated by president ).
- The representatives of the state are elected by the elected member of the state assembly in transferable votes
Power of Rajyasabha
- Considers and approves the non-money bill and suggests an amendment to the money bill
- Approves constitutional amendments
- Exercise control over executive by asking question introducing motion and resolution
